San Diego, CA - The San Diego County Assessor-Recorder-County Clerk (ARCC) Office has announced the hiring of Brooke Hill as Chief Deputy Assessor, Operations, and the promotion of Leeanna Kirby to Chief Deputy Assessor, Valuation. The announcement was made by Jordan Z. Marks, San Diego County Assessor/Recorder/County Clerk.

“We are thrilled to welcome Brooke to our team and congratulate Leeanna on her promotion to lead my assessor team,” said Marks. “Both Brooke and Leeanna are passionate about efficiency and delivering great customer service and even greater property tax savings.”

Hill, who resides in San Diego, has more than 20 years of appraisal experience with residential, commercial, and other specialty properties. At the San Diego Assessor/Recorder/County Clerk office, she will oversee operations, including exemption and exclusion programs, mapping activities and aircraft and boat assessments. She holds an Advanced Certified Property Tax Appraiser professional designation from the California State Board of Equalization.

Previously, Hill was with the Ventura County’s Assessor’s Office the past 18 years. She joined Ventura County in 2006 after working for two years as a real estate appraiser in Camarillo, Calif.

With Ventura County, Hill’s titles included appraiser, senior appraiser, supervising appraiser and, eventually, chief appraiser. She played an important role in Ventura County’s implementation of a new property tax system and geospatial information system. She also created comprehensive policies and procedures related to assessment processes, conducted and enhanced training plans and established quality assurance standards to ensure efficiencies.

In addition to appraisal, Hill has prepared and provided expert testimony in appeal hearings and court cases and served as the lead overseeing exemption teams.

Hill earned a bachelor’s degree in history and Spanish from Sonoma State University in 2002. As an undergraduate, she spent her senior year studying abroad at the Universidad Complutense de Madrid in Spain, one of the world's oldest and largest universities with more than 500 years of history. She earned her master’s degree in public administration from California State University Northridge in 2010.

Hill also has earned a Lean Six Sigma Yellow Belt and Green Belt, which is an intensive training program that focuses on enhancing customer value by improving business processes, boosting quality and efficiency, elevating staff morale and eliminating waste.

Kirby, a resident of Scripps Ranch, has more than 35 years of appraisal experience. At the Assessor/Recorder/County Clerk office, she previously held the role of Assessor Division Chief, Mapping. She led the ARCC office’s divisions for mapping and Geographic Information System (GIS), a computer-based tool that stores, analyzes, and displays geographic data. In her new role, more than 100 county employees will report to her.

Kirby, a native of Torrance, Calif. joined the San Diego County ARCC office in 2011, after operating her own real estate appraisal business for 20 years in the Los Angeles area.

Over the years, Kirby has worked in several Assessor branch offices, including offices in Chula Vista, Kearny Mesa and San Marcos. In her career with the San Diego County ARCC, she has worked in various capacities, including appraising commercial and specialty properties, and resolving numerous Assessment Appeals Board (AAB) cases.

Kirby recently was a speaker at the 27th annual GIS-Valuation Technologies Conference in Charlotte, North Carolina. She spoke on the topic of converting to GIS parcel mapping.

Kirby earned a bachelor’s degree in business administration and real estate studies from Marylhurst University, now Saint Martin’s University in Lacey, Washington.

The San Diego County Assessor-Recorder-County Clerk (ARCC) Office, with more than 450 employees and five offices in San Diego County, oversees assessing the value of real estate and personal property, which in San Diego includes planes and boats. Property taxes constitute the largest share of revenue for the county.
