ARCC Leadership Staff

Since 2020 lead, for the elected County of San Diego, California, Assessor, Recorder, and County Clerk, the fifth largest assessment jurisdiction in the USA, with over 475 full and part-time employees, student workers, and contractors, with a $90 million annual budget. Tim received his California Certified Property Appraiser designation shortly after joining the office.

He served as President of the International Association of Assessing Officers (IAAO) for 2019 and President of the Arizona Chapter twice in 2008 and 2011.  He has received numerous IAAO awards and is currently serving on the Board of Trustee’s for the Professional Consulting Services, LLC of IAAO.

Prior to 2020, Tim served two elected Maricopa County, Arizona, assessors for over 14 years as their chief deputy assessor. He began his public service career in the State of Arizona in 1989 where he served four governors of the state in various executive management positions until he joined Maricopa County in 2006.

He received his bachelor’s degree from the University of Arizona and his master’s degree from the LBJ School at the University of Texas.

Tim lives in San Clemente, California with his wife, Amy Rasmussen.  They have five children from previous marriages and two grandchildren.

Val brings more than 30 years of experience in the fields of recording, records management, archives, and information technology.

 Hired in 2011, Val is responsible for the County Clerk, Recorder, and Archives divisions. Prior to her work in San Diego, Val held positions in Washington State as the Deputy State Archivist and Director of Corporations and Charities, and management positions in King, Snohomish, and Thurston counties.

Val received her M.B.A., with an emphasis in Information Technology, from the University of Washington. She is a certified archivist, board member for the California Historical Records Advisory Board, and County Clerk’s Legislative co-chair. She previously served as the County Recorder’s Legislative co-chair, director for the National Association of Government Archives and Records Administrators (NAGARA), and director for the Property Records Industry Association (PRIA). 

A native of Washington, Val is married to Jerry, retired State Archivist of Washington, and together they have six children and nine grandchildren. Val is an avid bicyclist, knitter, and walker.

Jeff Olson’s property tax experience stretches over 30 years.  He began his career in the Assessor’s office in 1990 as an Appraiser Technician and has held his current position as the County’s Chief Deputy Assessor since 2020.  Jeff is an expert in property tax law and holds an Advanced Property Tax Appraiser certification from the California State Board of Equalization.

 He has 17 years of real estate appraisal experience in both residential and commercial property types.  Jeff holds a Bachelor of Business Administration degree, with an emphasis in Finance, from National University, and Associates Degree from Grossmont College in Information Systems. 

A San Diego native, Jeff is married with two children and two grandchildren and enjoys travel, especially their annual family road trips.

Teresa Pizarro has an extensive background in finance with over 23 years of experience managing budget, fiscal, procurement, contract, and administrative activities for the County of San Diego.

As the Chief Deputy of Finance, she is responsible for planning, directing, organizing, and evaluating all budgetary, analytical, and financial activities for the Assessor/Recorder/County Clerk (ARCC).  Prior to joining ARCC in May of 2014, Teresa provided administrative and analytical support to general fund and internal services fund departments such as Department of General Services (DGS), Office of Emergency Services (OES), and Health & Human Services Agency (HHSA).  She was one of the pioneers in establishing fees for DGS prior to its transition from general fund to internal service fund.  As a subject matter expert in fiscal functions, she assisted the County’s Enterprise Resource Planning team in reviewing and finalizing the business processes during the initial implementation of Oracle Financials.  As the financial lead in OES, she served a critical function in the department’s coordination of county-wide disaster response and cost recovery activities.  In collaboration with program, cashier, and fiscal staff, Teresa and the team developed HHSA’s Regional and Division Public Health Center cashiering procedures.  She also developed a training program on Operating Cost Management for HHSA’s Central/South Regions, which was implemented as the financial literacy initiative in ARCC. 

Teresa has a Bachelor of Science Degree in Statistics from the University of the Philippines and has completed training in County systems such as Performance Budgeting, Oracle Financials, Microsoft Office, Kronos and PeopleSoft, in addition to Contracts, Supervisor and Finance Academies.  

Alejandra Larios currently serves as the Chief Customer Experience Officer and Chief of People for the San Diego County Assessor, Recorder, and County Clerk. In her role at ARCC, she leads strategies to improve our Customer Experience, Communications, Human Resources and Professional Development. Alejandra plays a critical role in defining and prioritizing business tactics for the organization all while providing leaders with recommendations to improve teamwork and collaboration. Her goal is to build and develop relationships both inside and outside to help increase efficiency, effectiveness, and responsiveness of all team members. Prior to Alejandra’s service with San Diego County, she served as the Chief of Staff to the Maricopa County Assessor Eddie Cook in Arizona. She is an experience subject matter expert with over 20 years of service in both public and private sector human resources competencies, communications, strategic planning, and public affairs

Steven Ly currently serves in the ARCC office, supporting external affairs, community engagement, and business and organization outreach. Prior to joining the ARCC team, he started his career as the Public Policy Director for the Long Beach Chamber of Commerce. From there he became the Government Affairs Director of the San Gabriel Valley Regional Chamber of Commerce and eventually its Executive Director. He also has worked for a private public affairs and grant writing firm, specializing in affordable housing and open space issues. In addition to his professional experience, Steven also serves as an Engineer Officer in the United States Army Reserve with a current rank of Captain. He recently completed his first deployment where he commanded a Route Clearance unit in the Middle East. 

Steven holds a Bachelor's degree in Political Science and Public Policy from the University of California, Los Angeles (UCLA). He also holds certification as a Master Fitness Trainer and an Environmental Officer for the U.S. Army. Currently he is working on his Cyber Security Certification.

In his life outside the office, Steven enjoys studying history, trying new restaurants, and spending time with his friends and family.

Bobbie joins the ARCC staff with knowledge and experience in both television and online media production.  Most recently, she spent the last decade leading the new media efforts for a B2B media company creating award-winning editorial videos, podcast series, educational and marketing content for their online brands and publications.  

Her passion for storytelling drives her creative ambitions, and as Communications Manager, she looks forward to creating and producing media with the team that will deliver our message to our customers, our community and our co-workers.

Bobbie resides in San Diego with her husband Kevin and is an alumni of San Diego State University where she obtained a B.S. in Television, Film and New Media.

Clare Michal currently serves in the ARCC office supporting Assessor Jordan Marks with the day-to-day functions of the executive office and community affairs.

Before joining the ARCC team, Clare worked in the offices of several elected officials in San Diego and the State Capitol. From there, she joined a top digital fundraising firm and managed national political campaigns and non-profits. In addition to her professional experience, Clare also, serves as the Vice President of Membership for the Junior League of Orange County, CA.

Clare holds a bachelor’s degree in Sports Management from Johnson & Wales University.

Outside the office, Clare is a loyal San Diego Padres fan and a shareholder of the Green Bay Packers. She currently lives in Costa Mesa with her Border Collie, Conway.
